Jilin Province Unveils 13 Measures to Attract Talent for Embodied AI and Future Industries
Jilin Human Resources and Social Security Department issues measures to support embodied AI, humanoid robots, hydrogen energy, aerospace information, and other future industries with talent incentives and funding.
Jilin Province Introduces Talent and Funding Measures for Future Industries
The Human Resources and Social Security Department of Jilin Province has issued a notice (Ji Ren She Fa [2026] No. 6) on May 13, 2026, publishing a list of measures to fully leverage human resources and social security functions to accelerate the development of embodied intelligence and other future industries. The measures target embodied AI, humanoid robots, hydrogen and new energy storage, aerospace information, bio-manufacturing, atomic-level manufacturing, and related fields (collectively "embodied intelligence and other future industries").
For foreign founders registering or operating a company in China, these measures present concrete opportunities to access talent incentives and funding support if their business falls within the targeted future industries.
Key Measures for Enterprises
1. Special Recruitment Positions for High-Level Talent
Enterprises, universities, and research institutes in these industries can apply to establish special recruitment positions for "high-precision, cutting-edge, and scarce" talent under the provincial notice (Ji Ren She Han [2025] No. 87). Application conditions may be relaxed and quotas increased. High-level talent recruited through these positions can be directly recognized as Category A-D talent and receive corresponding benefits.
2. Flexible Talent Introduction
Enterprises can bring in top domestic and international talent and teams through project cooperation, part-time work, technical guidance, or consulting. They can apply for funding under the annual flexible high-level talent (team) subsidy program. Selected projects can receive up to 2 million RMB.
3. Talent Gathering Activities
Enterprises hosting talent recruitment events in the province can apply for subsidies under the annual talent platform carrier funding program. Selected projects can receive up to 1 million RMB.
4. Postdoctoral Support
New postdoctoral research stations receive up to 500,000 RMB. Full-time postdoctoral researchers receive 50,000 RMB per year for two consecutive years. Those who stay in the province after completing their postdoc and sign a 5-year or longer employment contract receive 100,000 RMB each.
5. Professional Title Autonomy
Enterprises in these industries may be authorized to conduct their own professional title evaluations. Core technological breakthroughs, commercialization of research, industrial implementation, and actual economic benefits will be key criteria.
6. Relaxed Criteria for Urgently Needed Talent
Urgently needed talent in these fields can have educational and experience requirements relaxed when applying for professional titles. Engineering talent who have made major contributions can directly apply for senior engineer titles.
7. Improved Talent Classification
Talent classification standards will be improved to include direct recognition and comprehensive evaluation. Key employers may receive comprehensive evaluation authority. A talent database for future industries will be explored.
8. Dedicated Liaison and Simplified Procedures
A liaison system will be established to push support policies directly to enterprises, provide one-on-one guidance, and streamline administrative processes.
9. Recruitment Services
The province will track hiring needs and organize recruitment fairs for future industries. Live-streaming recruitment brands such as "One 'Job' for You" and "Sister Shan Ying Finds Jobs" will visit key enterprises to showcase positions.
10. Industry-Academia-Research Talent Training
Joint talent training projects can apply for funding under the annual talent training base program. Selected projects receive 200,000 RMB.
11. Hiring University Graduates
Enterprises hiring eligible graduates can provide: living or rental subsidies of 1,000 RMB/month for bachelor's, 1,500 RMB/month for master's, and 2,500 RMB/month for PhDs (up to 24 months); one-time housing purchase subsidies of 30,000 RMB for bachelor's, 50,000 RMB for master's, and 80,000 RMB for PhDs (not simultaneous with rental or settlement subsidies).
12. Entrepreneurship Competitions and Promotion
Eligible projects can receive up to 500,000 RMB in special entrepreneurship funding.
Implications for Foreign Founders
Foreign founders whose companies operate in embodied AI, humanoid robotics, hydrogen energy, aerospace information, bio-manufacturing, or atomic-level manufacturing may benefit from these measures. The support includes funding for talent recruitment, postdoctoral positions, and training programs. To access these benefits, companies should ensure they qualify as "relevant units" in these industries and follow the application procedures outlined in the annual notices. The measures also simplify administrative processes and provide dedicated liaison support, which can ease compliance for foreign-invested enterprises.
